republican side, john mccain, lindsey graham, marco rubio, and jeff flake. this would offer an immigration plan for millions here illegally, it would also have an employment verification. and cracking down on companies that hired unauthorized workers. the president, as you know, carol, will also be taking up this issue this week. he'll be heading to las vegas tomorrow. he met monday with the congressional hispanic caucus to sort of talk and preview this plan that he's already put out, but he'll be highlighting tomorrow. >> brianna keilar reporting live from the white house this morning. >>> also today, about two hours from now, president obama plans to meet with police chiefs and sheriffs from around the nation to talk about reducing gun violence. the police chiefs of newtown, connecticut, and aurora, colorado, saw their share of gun violence last year also expected to attend. even as the president convenes this meeting, a law enforcement backlash continues. a wisconsin sheriff is now encouraging citizens to take up arms and not solely rely on law enforcement for protection. >>

john mccain years ago, you thought this is going to happen. and it didn't happen. >> i did. >> will it this time? >> i think there is more likelihood, john, it will happen. that's because of the political reality. most of the country supports some kind of pathway to citizenship for illegal immigrants. you saw that president obama beat mitt romney by about 3 to 1 with hispanic voters. problem is that the divides the republican party only about a third of self-i'ded republic ee self-identified republicans support it. you have to get someone like marco rubio, putting himself on the front line, a senator with real conservative tea party credentials, putting himself on the front line and saying we need do this for the country, and we need to do this for the republican party. this is somebody now who has taken to conservative talk radio, talking about what needs to be done. the key here, john, is enforcement. because the path to citizenship in the senate version of the bill is going to be contingent on enforcement. and my big question is, how do you judge -- how do you judge whether the b

heard them over the weekend. john mccain himself said it was a wake-up call. that's why i'm told that lindsey graham, the senator from south carolina, who has kind of been in and out of putting comprehensive immigration reform, gone on the phone right after the election with democrat chuck schumer and said let's revive our bipartisan talks. they had a meeting shortly thereafter in november and then they've had a total i'm told five meetings since then. the last one was last wednesday. ands that when they decided to go ahead with this. and chuck schumer actually called the president last night to say that we're going to push this. you mentioned 2007. one thing that i'm going to be fascinated by is i was actually sitting in the same exact room that they're going to be in today back in 2007 when they had this big bipartisan event, ted kennedy was there, john mccain was there. of course, that went south big time. it will be sbvery interesting t see how they refer to that and see how different things are, particularly are republicans. >> i want to bring in brianna keilar at the white

five times, john mccain's office and chuck schumer's office. and they came up with what ended up as a pretty comprehensive bipartisan proposaproposal. there are some things left on the table but they got comfortable enough so that i'm told chuck schumer called the president yesterday and said we have this. we're going to unveil it and we're going to do it tomorrow, meaning this afternoon. now, there are some things that they still have to work out. some very, very sticky things, carol, like how you actually define border security and a secure border. and how you define that path to citizenship. for example, marco rubio says that he does not want attorney crease the number of green cards for what would be 11 million new people here who would be eligible for those and democrats say that they do want to do that. those are some examples of pretty deep differences but by and large this is the most comprehensive bipartisan agreement that we've seen in years and years. >> all right. dana bash reporting live from washington. and president obama will unveil his own plan for immigration in las

john mccain, standing right behind ted kennedy during that press conference. how did this come to pass? the november elections. we saw the numbers. it has been talked about and talked about since then, the fact that latino voters have been going up as a percentage of the electorate and republicans got fewer than they have in three presidential elections. so it was a real wake-up call we're told, particularly to republicans like john mccain and lindsey graham of south carolina, who had kind of been working on comprehensive immigration reform on and off again. lindsey graham called chuck schumer. they had the first of five meetings. some were after the election. and they set in motion this process, a timetable to have principles now, the end of january, legislative language in march and they hope to have some kind of vote in the senate before the august recess. >> let's talk about the timing of this announcement here. the president was -- he's going to go to vegas tomorrow and is supposed to outline his immigration reform plan. it almost looks like the senators beat him to it here.
